Why cannot one-piece covers be reworked?

One-piece is completely sealed as one unit and cannot be opened. Internal circuit inspection requires destroying the shielding cover. Therefore, one-piece suits mature products with stable circuits, while two-piece is better for development stages and products requiring frequent maintenance.
Can ultra-low height (2-3mm) be customized?
